WITH IN A 5 DAYS OR
SO AFTER APPLYING VIA FEDEX, THE TIER-4 APPLICANT WOULD RECEIVE
A TELEPHONE CALL FROM THE PHONE # 051-201-2000 (BHC /ISLAMABAD)
AT HIS / HER CELLULAR PHONE INFORMING THAT AN INTERVIEW HAS
BEEN SCHEDULED THROUGH AN INTERVIEW LETTER EMAILED ALREADY TO
THE APPLICANT'S EMAIL ADDRESS.
THE APPLICANT MUST
ACKNOWLEDGE BACK THE EMAIL ATTACHED WITH INTERVIEW LETTER ONCE
RECEIVED BY REPLYING TO THE SAME EMAIL ADDRESS. IF THE
APPLICANT FEELS THAT THE DATE QUOTED VERBALLY BY THE BHC STAFF
ON THE TELEPHONE WAS NOT THE ONE WHICH WAS QUOTED IN THE
INTERVIEW LETTER THEN HE / SHE MUST IMMEDIATELY EMAIL BACK AND
NOTIFY SUCH AN ERROR.
IT MUST BE NOTED
THAT FAILING TO ATTEND AN INTERVIEW OR NOT BEING ABLE TO APPEAR
ON TIME WOULD RESULT IN ABSOLUTE REFUSAL UNDER PARA 320(8) OF UK
IMMIGRATION AND ASYLUM ACT WHICH CLEARLY MEANS: AN APPLICANT
CAN BE REGARDED "AS A PERSON WHO USED DECEPTION IN AN
APPLICATION FOR AN ENTRY CLEARANCE" AND THEREFORE WOULD BE
PROHIBITED FROM ENTERING INTO UK FOR THE NEXT 10 YEARS OR SO.
NO FURTHER
INTERVIEW APPOINTMENT WOULD BE SCHEDULED ONCE AN APPLICANT FAILS
TO APPEAR FOR A PROPOSED INTERVIEW SLOT AT THE BRITISH HIGH
COMMISSION (BHC) IN ISLAMABAD OR SHOW UP LATE.

INTERVIEW; THE VISA OFFICER CAN BE EXPECTED TO ASK AS MANY AS
10-15 OF 25 DIFFERENT TYPICAL QUESTIONS IN ORDER TO CHECK AS TO
WHETHER THE APPLICANT APPEARING FOR INTERVIEW DOES HAVE A
CAPABILITY AND THE KNOWLEDGE OF ENGLISH LANGUAGE, THE COURSE
RESEARCH, THE COLLEGE RESEARCH, THE CAS LETTER DETAILS, THE
FINANCES AND MANY OTHER FACTORS. THE INTERVIEW CAN LAST FROM
7-15 MINUTES OR MAY BE MORE SUBJECT TO THE DISCRETION OF THE
VISA OFFICER.

New and tougher Tier-4
student visa policy changes are to be implemented by UKBA that
might would include the following steps:
1. Enforce UK institutions
to require foreign students to pay the full
amount of course for
one year at the minimum. OR
2. Enforce UK institutions
to require foreign students to pay the full
amount of entire course
at the minimum. OR
3. Abolishing loan letter or
running finance facility as a show money.
OR
4. Increasing 28 days
holding time period of a personal bank
statement to minimum 90
days or may be more . OR
5. Making IELTS mandatory
to minimum of 5.5 bandwidth for an
assessment, as in
Australian PBS system, and that would include
minimum IELTS
requirement for all NQF levels above 5 as well. The
candidate would also
require to obtain a minimum bandwidth of 5.0
in all 4 components of
IELTS. OR
6.Gradually decreasing the
numbers of private colleges in UK over the
period of one year to
less than half by only authorizing government /
public funded colleges /
universities to have foreign students who
would be allowed to work
while studying in UK. This clearly means
that the foreign student
from non-EU states would not be allowed to
work at all if they
choose privately funded colleges for study in UK.
7. Enforcement of all of the
steps together as mentioned above.
LOAN LETTER OR BANK
STATEMENT !!! WHAT IS THE DIFFERENCE AMONG BOTH OF THEM.
As the last date of April
21, 2012 approaches nearer and nearer, the requirement for
maintenance funds to show in order to obtain Tier-4 student visa
becomes even more important. Although there has not been any
change in post April 21, 2012 scenario as far as bank statement
or loan letter is concerned, some applicant are still confused
as to whether to use a bank statement or a loan letter.

The UKBA has now
come up with bunch of some new irrelevant, baseless and
ridiculous refusals for the Tier-4 student visa applicants to
"bungle-up" the 30 points to zero with one of them as given
under:
ECO's / Visa Officer's
Horrible Comments for a visa refusal:
"You have claimed 30 points of your CAS. However this office has
not been able to verify your educational documents. The UKBA
Guidance states (page 47 of Tier – 4 policy guidance 04/2010)
that if we cannot verify that the document is either genuine or
false, we would then ignore it as evidence for scoring points.
However in this case, I am satisfied that there were reasonable
doubts about the authenticity of the educational certificates
and therefore verification was required. I am therefore not
satisfied that you achieved 30 points under Appendix A and meet
the requirements for entry clearance as a Tier – 4 general
student. I therefore refuse your application under paragraph 245
ZV (b) of the immigration rules."

REMEDY FOR THE ABOVE MENTIONED
DILEMMA :
The best possible way to
tackle and avoid such type of irrelevant, baseless, comments /
tactics, by the visa officers, at BHC Islamabad / Abu Dhabi,
leading ultimately to a visa refusal is to have your SSC / HSC
Mark-sheets and Certificates/ Diplomas attested / verified by
IBCC (Intermediate Board Chairman Committee) and your Degrees
(Bachelor / Masters / M-Phil / PhD ) attested / verified by HEC
(Higher Education Commission Islamabad) before you submit your
original testimonials to FedEx along with your UK Visa
Application with other documents.
Please note that any
attestation by Ministry of Foreign Affairs Government of
Pakistan would not be enough at all in order to avoid the above
mentioned scenario.

an online CAS verification system as they used to have before.
Even though the candidates seeking to study in UK must verify
their CAS letters before applying for a visa to UK. Please do
not leave the choice up to your consultant for verification but
do it on your own or through any THIRD PARTY.
Changes to student applications from February
2010
From now on, Applicant who applies to study in the UK under
Tier 4 of the points-based system must have a
Confirmation of Acceptance for Studies (CAS) from
their prospective sponsor.
UK Border Agency will accept applications that are supported
solely by CAS Letters if they have been lodged and paid for on
or before 21 February 2010. Any applications that are paid for
on or after 22 February 2010 and are not supported by a
Confirmation of Acceptance for Studies will be refused.
The date of application is the date that the fee associated
with the application is paid. This means the date shown on the
payment receipt, which depends on how the student paid for his /
her visa application, for example, at a British diplomatic
mission overseas, visa application centre or online. Applicants
wishing to apply with a CAS Letter must ensure that an
appointment to make a payment is made before 22 February 2010.

Higher Secondary Certificate (HSC)
from Pakistan for students applying for
undergraduate courses in most of the colleges in UK. All
original testimonials needed by British High
Commission in Islamabad / UK Embassy in
Abu Dhabi UAE.
WARNING:
NO PROVISIONAL
EDUCATIONAL CERTIFICATES ARE ACCEPTED AT ALL BY UKBA.

Personal / Parent's Funds
such as:
Computerized bank statement with at least 28
days or more confirming the held fund for maintenance
plus any outstanding balance after deposit that is
equivalent amount in Pak Rupees in balance as required to
stay & study in UK to cover at least nine months of
accommodation (GBP 9,000 within London Borough
or GBP 7,200 outside London Borough or other cities)
plus initially one year of tuition fee no
matter if your course is of 4 years in duration.
OR
-
Loan Letter with no more
than 6 months from the date of issuance.
Although the Loan letter issued from any local
Bank does not carry a 28-days holding
condition unlike a bank statement does, there
are several cases reported in which the visa officer
awarded zero points out of 10 points for
maintenance therefore refusing the visa
application with an administrative review option.
Hence it is strictly advised to properly
streamline the required documents and fill the
personal information plus the assessment form in
such a professional way so that the visa officer
cannot find any loopholes as a part of an excuse
to award zero points to begin with even if the
loan letter has been submitted to FedEx along with
other documents within 28 days holding period which
is not a requirement (we surely can

ADVANTAGES OF A
LOAN LETTER.

A Loan Letter is good
for those Applicants who (1) seek a financial help from
banks in terms of running finance for their higher
studies abroad and (2) a Loan Letter is also better for
those Applicants who although can afford a personal bank
statement with required held funds, they cannot afford to
wait for 28 days holding period

outside UK for student getting
refused in Tier-4 System, however Administrative Review
is always there as a second option.
